Well, imho, if people ask questions, they will get answers. I have seen james post some postfix questions and receive answers on the list, I remember a particularly helpful post about getting those HUAWEI CDMA phones to work with linux which solved a headache i had been having for 6 months trying to figure out how to get it to work.
I rememerb a question about dead hard disks in FreeBSD, then yesterday about openvpn...etc.. I guess its also because people sometimes want to apear like they know everything and so feel embarassed to ask their fellow Ugandans questions especially since Kla is a really small town and most people know each other..while it is much easier to ask on general outside mailing lists where you are anonymous to the people who post replies even if they tell you to RTFM.
