Speaking of paying... is it legal to ask a customer to pay for an IP
address, especially if it's a /30 or /32?

"Legal" in the sense that it is not against the law in UG, or "legal"
in the sense that it doesn't violate any AfriNIC policies?

I think the answer to both is yes. However, IP addresses are leased,
not sold, so this distinction should be made at contract time.
Ideally, LIRs should operate on a cost-recovery basis, but they can
charge whatever they want.
