I have had a similar  problem before, my org hosts its own mil but not its DNS (this is hosted by CFI).

We told our ISP to do the reverse entry, which they eventually did after a while.

With the numerous ISPs we have in Uganda, don't be taken hostage by any one. Clearly spell out what services you need from them before you sign the agreement and if they won't provide what you need, move on.

It should be done by the org that was assigned the /24 of IP addresses.

3. have them set up correct reverse delegation in the RIR database.
