Which also limits which stores you can buy from online. Some stores and merchants are notorious for denying purchases from credit cards issued by African banks (even banks in .za, a more recognized economy). In most cases, such cards are "blocked", especially in U.S. markets. Other stores/merchants are less strict, the colour "green" is universal :-). For some web sites, the purchase is matched to an IP address and/or ASN, which is then referenced to the registered RIR, and if it belongs to a country that Bush doesn't like, no dice. Mark.
