I didn't say all (U.S.-based) web sites, just that there are some.

On all my online purchases from outside the continent, I've had a 
problem with at least 3% to 4% of the web sites I used, all in the 
U.S., citing location of bank that issued my credit card is from a 
blocked country (South Africa)

I also had one site based in .au giving the same problem; and this 
is a very common occurence, so much so several online fora exist 
with people discussing the issue.

Otherwise, UK sites I've bought from, and most other U.S. sites have 
not given any problems. I've still not come up with a formula for 
which merchant are picky, though, e.g., several merchants are now 
refusing the accept payment from online-based credit/debit cards 
such as ePassporte's Visa card service, and others. For some of 
these cases, I've had to link to my Paypal account and resort to 
that.

I had to go through this when I was purchasing my service with 
ePassporte, and this is only because I pressed on...

... ePassporte said they couldn't service me because while my card 
was a Mastercard, it was issued by a bank in Africa (Standard Bank 
South Africa) that was blocked from making Internet purchases 
through it.

I burned the wires for a week talking to their supervisors, customer 
service attendants and their accounts team, until they were 
convinced I was legit - faxed, e-mailed, scanned and phoned until I 
was blue - at which point they manually entered my credit card and 
other details into the system, a move that was otherwise unorthodox 
for them.

Many countries offer Visa and Mastercard credit/debit cards that 
have no international "access" whatsoever. I know they do this 
in .ke, as well as here in .zw, so it's not always that your credit 
or debit card will automagically work when you travel or buy 
online.

But like I said, my experience has been a 3% to 4% failure rate 
because of where my card was issued, and only on U.S. sites.
