Update:

Decided to investigate using squid's delay pools, below is relevant section

delay_initial_bucket_level 100

Looked at smoothwall (similar to ipcop), pfsense (like what I see,
will use it in future), ebox (interesting, will use in another
scenario) and untangle (download size too huge for my liking, am
trying to save bandwidth not use it up:)

Still learning.
