Hi,

I got a copy of eclipse that I could upload to our server. from Makerere, that 
would be rather fast to download then. I dont know about netbeans, but 
eclipse you can just unzip and run, which might be possible from your 
homefolder (if you dont have admin rights on the system)

linux-eclipse only, btw. Let me know if you are insterested.
