I think that readme is outdated. Even the windows version of butterfly used to be commercial (and would require the challenge key) before they made it free. Noticed it even has the old format phone numbers (with 6 digits after the NDC, e.g +256-41-250138 ) and the readme link is not referenced anywhere on their website (btw, where did you get it?)
