Jake, sadly this is still happening especially when "the Internet is down"
It is a form of excuse so many of us have gotten used to hearing when you
walk into a bank or MTN mobile money. I heard it today from DTB bank too,
as I was trying to clear some tax fees.

Well... it might not be the internet down, it might be "our system is down"
which still brings us back to the point you are making below.
