new configure.cmd for LyX 1.0.x

I updated configure.cmd and lib/configure.cmd for LyX 1.0.x
I have fixed all the problems reported, and modify a bit
of algorithm for lib/configure.cmd:  The one comes with
1.0.0 came from 0.11.2x days and copied all the system
global settings to user's since the UNIX counterpart behaved
in the same manner then.  Now it creates directory and copies
only layout files, hence is more similar to the newer UNIX
counterpart.  You cannot remove the system global settings
anymore, even though OS/2 is a single user system.
If you have an access to an OS/2 system, you can test it
like this:
  - unpack LyX binary at %X11ROOT%
  - if you have %HOME%/.lyx/ directory, back it up and
    remove it
  - replace %X11ROOT%/XFree86/lib/X11/lyx/configure.cmd
    with the lyx/lib/configure.cmd below
  - invoke LyX
Please report any remaining bugs you find.
