devel.lyx update

"Be careful what you wish for"

I put the CVS intro page up on the web. This (and linking it to the
devel.lyx homepage) involved shifting around a few
files, so let me know if you're unable to access pages or something. (I
think I got all the permissions & groups right...).

Also updated the translations page documentation section. Let me know if the
web design totally sucks or just kind of sucks. I'm not a web design guru.
