Note that we only care about the default menus, user modified menus we
can do nothing about. What do you mean by "hardcode translations"?
We will add the menu definitions file to the list of files gettext
scans for localization strings.

We _have_ the babel language definitions files, and we could require
lyx to know about the location of these, either by using kpseawhich or
having the installer/user providing the path. Then a scan of the
definitions files should provide us with the information that we need.
