I've set the limit to 40. Maybe there should be an option to change the
limit in lyxrc?

I haven't decided yet on what to do if the number of lines in the ToC is
greater than 40. The options are:

1. As you suggested: the last menu item opens a submenu of another 40 items.
However, if you have more than 80 lines, a third (or more) submenu should be
opened (is this supported by XForms?). I don't think that this option is very
good as navigating through the submenus is quite hard.

2. The main menu only shows the chapters (or sections in article), an each
item opens into a submenu of all the section & subsections in that chapter.

3. Show only 40 lines, but show the lines which are nearest to the cursor's 
position (this option is more appropriate for the refs menu, as the nearer 
labels are more frequently used).
