When exporting LyX to LaTeX those commands are used for
Arabic and Farsi based on "ARABI" package instead of "\R{phrase}" and
"\L{phrase}". Note that in this case the commands used for Hebrew language
are not changed so they are still "\R{phrase}" and "\L{phrase}".

LyX-1.5 is able to convert files generated by versions 1.3 and 1.4
thanks the the lyx2lyx python scripts. But in this case, I just realised
that you are just touching the latex export not the LyX file format. So
there is no file format change. I'll commit your patch. Thanks.
