Imho bindings should go into their own file, why they can very well be
edited from preferences.

In the preferences file we store the "main" bindings file, and in
f.ex. user_bindings the modifications to this are stored.

When stating lyx we first load the bindings file in preferences and
then the bindings in user_bindings.

Also the bindings parsing in class lyxrc should be moved to an other
class.
