The point is that you CANNOT us the templates because the required LaTeX classes are obsolete and thus even not available at CTAN. Moreover, even if you find them somewhere in the web, what can you do with your file -> nothing! No journal will accept this. Note that template files are thought as starting point for new files. And starting with obsolete classes is senseless.
People do you whatever class they think look good without thinking too much about what the class is supposedly for.
It may be just because it has centered section headings like they want.
I'd also propose to keep cruft in branch. JMarc
