Sorry, stupid typo. It should be:

Style Itemize
    KeepEmpty 1
End

I.e., 1 for true.

And it should also work for quotations and any other environment,
really. Just change the name of the style. (This needs to be LyX's name
for it, not the translated name in the GUI, if you have that.)
