It's easier to discuss this on lyx-devel so I go for that way.

Why you are at the left of the footnote and press DOWN why should the
cursor go right???

Again you are left of the ERT inset in the last row of the footnote if
pressing DOWN you shouldn't go right you should navigate down!

Why again! You are in the last row of the ERT and in the last of the footnote
Down should leave the ERT and the Footnote!

Please explain I think it IS consitent!

I don't care how navigation is inside mathed I think that navigation on the
main LyXText has always been visually and not logically. I understand that
this may be different in formulas and that Andre did the right thing there!
