How do you then set the cursor within an open inset with a mouse? Or maybe we should just leave the cursor setting to button-1 and do popup-dialog on button-3? The problem could be worse if we instead of talking about "popup-dialog" we talk about "open-inset" such as when I click on a collapsed inset's button -- does that mean "cursor-set" or "open-inset" or both?
