Yes, but we don't ship your converter. Shipping your template means 
that the recipient of your article can choose to define an 
appropriate converter; much simpler than trying to guess what the 
template you used contains.

They can open the file. They just won't be able to generate anything 
from the latex until they define an appropriate *one line" conversion 
command.
