As regards official cygwin packages, I think that they require that
the package is compilable from sources, so perhaps providing the patch
to the Qt3 sources and a qt library ready for linking is maybe sufficient.

It is been confirmed that there is some problem with the current
cygwin/thread code, not qt3. This makes me wonder if even a standalone
qt lib will work.

I have just tried to downgrade cygwin to 1.18 by overwriting my cygwin
directory with files from cygwin-1.18 whatever. qt designer works well
but many other packages are broken now. It is very strange to me that
there is no easy way to install an older version of cygwin.
