I bet that you did that by hand ;-)

If you use the cygwin installation tool, you can hit the "Prev" button
and you would see that you will get the previous cygwin package and all
packages needing to be downgraded will be marked for installation.

You can verify that observing the "Current" and "New" columns after
hitting the "View" button in the upper right corner until "Partial"
appears next to it.

I suggest that you first reinstall the current cygwin package and then
use the above procedure ;-)
