As last I decided to restore the system and install everything again.
But again 2.3.1 does not boot after a clean installation. Finally, I
decided to go back to version 2.3 with the Uwe installer
(LyX-230-Installer-6). This version works correctly.
I have Windows 10 pro, installed on an Asus computer, System Model
UX490UAR.
I would appreciate any help.

If you try to start 2.3.1 from a command prompt (what we used to call a
DOS window), what messages do you see?
