I am wondering if texhash looks for fonts and if so if it configured to
see the path. Something for the experts...

for example:

H-MacBook:~ voss$ kpsewhich LibertinusSerif-Regular.otf
/usr/local/texlive/2022/texmf-dist/fonts/opentype/public/libertinus-fonts/LibertinusSerif-Regular.otf

kpsewhich uses the ls-R files which are created by texhash, which is a link to mktexlsr.
But it searches _only_ in the TeX path, not the system path.

XeTeX uses the system font search and finds TeX fonts only by
its file names (vis kpsewhich) and not the symbolic name.
LuaTeX has its own fontfile database and finds all system and TeX fonts
by filename and symbolic name, e.g. \setmainfont{Garamond}
