In LyX 1.1.6:

Disable the Babel setting in the 

  Bearbeiten>Einstellungen>Sprachen>Sprache
  (Edit>Preferences/Settings>Languages>Language)

dialog or choose French as standard language.

(I consider it a bug, that the use-babel setting cannot be overridden by the
document.)

In the layout file you could try:

ClassOptions
        Language french
End

to get french instead of english... (not tested)
