I thought so too, but with my LyX 2.0.0 April 29, 2011, I inserted title_big.jpg specifying the .jpg, and the LaTeX it generated with lyx --export latex had just title_big with no extension. I was as surprised as you are. For the purposes I'm doing (alternate version of LyX to Kindle), I need the actual LaTeX file, ruling out pdflatex, but also, it doesn't matter if the LaTeX file actually compiles, allowing extensions of .png, .jpg, .gif, or pretty much anything else. My postprocessor takes care of the rest. This might be a moot point, as eLyXer makes much better HTML than anything I could do with a LaTeX file. I was just making the alternate for people who code directly to LaTeX, and figured if it worked well it could be used for LyX too, absolving me from maintaining two programs.
