Not really. DE doesn't mean "9 pin." DE is the physical size of the shell. 9 is the number of pins. Both parts of the name are required to correctly specify the connector. A VGA port is the same size as a 9-pin serial port, but it has 15 pins on three rows. So it's a DE-15HD. (As you'd expect, HD means "High Desnsity".)
