I agree with David that you'd be better off sharing the files with your friend 
via Dropbox instead of mailing attachments.  It they only need to read the 
files and they have an app like Voice Dream Reader, then that app will allow 
them to read via TTS, remember their location, and also organize files into 
folders and subfolders, with direct transfer from Dropbox.

If they don't have an app like Voice Dream Reader, and you may be  transferring 
any other types of files, where they may need to handle zipping or unzipping of 
files, support for folder and subfolder organization and renaming, and possibly 
playing a range of media or other sorts of files under this organization, then 
I would get Download Manager app that supports all these functions -- not just 
the downloading, folder and sub-folder organization, zipping and unzipping, but 
also the reading and/or playing of a variety of file types.

I'd be inclined to recommend trying the Downloads app in the free, lite 
version.  I myself have been using Filer by Dan Leehr LLC for downloads for 
quite a while, but since your friends are using new devices, I'd prefer to 
recommend an app that has had frequent recent updates for iOS 7.  My only 
reservation is that there are separate versions for iPhone or iPod Touch and 
iPad.  I've looked at a few other possible apps that are usable with VoiceOver, 
but this has the best help interface in terms of information and accessibility, 
especially for a new user.  You can try the free, lite versions, but I think 
they are limited to 7 downloads.  Filer is very good, but it hasn't been 
updated since half a year before iOS 7 was released, and I think Downloads may 
have better support for faster multiple downloads.

You friend would be better off opening the .doc files in Voice Dream Reader, if 
he or she has that app.  However, a good download manager app like Downloads or 
Filer will handle both playing (though not with all the Voice Dream Reader 
options) and folder organization, and make it easier to transfer files both 
through Dropbox or web interfaces, and by options for opening email attachments 
if you don't already have an appropriate app.
