Hi David in relation to Downloads the tip you gave below worked but it did
not work for Dropbox. I want to have my Dropbox folder on the Dock so I can
quickly go to it and add or remove files from it.

To be able to view folders on the dock usefully With Voiceover you need to
make a change to the settings of the folder icon on the Dock.
You need to
1. Change the view option from stack to folder.
2. Change the folder view from grid to list.
You will find both these options if you navigate to the folder on the doc
and bring up the context menu with shift VO M.
After making these 2 changes you should find the folders will open up from
the Dock a little like the cascade window you used to get in Windows XP
start menu.
A caution again that I am still on ML so I cannot guarantee that this is
the
same in Mavericks.

This means that you have probably tried to open the DropBox app rather
than
your DropBox folder.
There is little value in opening the DropBox app in this way and you will
normally get this message.
To open your dropbox folder hit command shift H to go to your home
folder.
Interact, open the main user folder , which will be your name and then
inside that folder you will find Desktop, Documents, Downloads and then
finally your DropBox folder. You can access and use your dropbox folder
as
a normal Finder folder from here. If you want a quicker way to getting
there
hit shift VO M on the dropbox folder and select make alias. This alias is
like a Windows shortcut and you can for example copy or move it to the
desktop. So you can get to your DropBox folder there.
If you really need to get to the Dropbox app use VO M twice to get to
menu
extras and access the options there but getting to settings is an
accessibility challenge with Voiceover in ML at least.
What does it mean when I hear Downloads in stacks?
I have not personally
heard this but I think you may be hearing simply that a download has
arrived. IT seems TO BE related to having a downloads stack in the dock
which I personally do not have. It may be a Mavericks thing. A Google
search on your question revealed the following explanation.

Personally if I want to access the downloads folder I used option command
L
from Finder rather than the Dock.
when I press voice over and space bar a folder does not open, why
To open folders use command down arrow and command up arrow to close it
again.
Alternatively use command O but the above it easier I think.
How do I know what operating system I am running apart from the version
number, e.g. Mountain Lion, Snow Leopard, Mavorix? Excuse bad spelling.
I am not on my Mac at the moment but from menmory this is all under the
normal Apple Menu in Finder. Have you looked there for About my Mac or
software update?
