For what it is worth I am running Photoshop Elements 3 on my Dual USB 
500Mhz iBook (640MB RAM, 10.3.9).

It installed fine through the combo drive.  If you have another Mac on 
your network try loading it via file sharing.  The installer didn't 
complain when I installed it on a G4 tower that didn't having a working 
optical drive.

John is absolutely correct.  There is no reason why they shouldn't be 
able to assist you in getting a satisfactory solution.
