Does anyone have any recommendations for running an e-newsletter for customers and potential customers? I am a very small business, and it needs to be kept simple and cheap.

If you're not afraid of installing a CGI script (which isn't difficult but, if you are, you could get someone else to set it up for you) then I recommend that you consider Dada Mail. It's free, has lots of functions and is ideal for either sending out a text newsletter or a web page (i.e. as an HTML newsletter with graphics). Users can subscribe and unsubscribe to your newsletter themselves or you can add and remove addresses yourself.

Here's one I made earlier:

Dada Mail:
<http://mojo.skazat.com>

Professional installation is available for $50.

Do I need dedicated software, or could I just set up an egroup using the existing free or low-cost services and run it with myself as moderator?

You could do it for nothing through Yahoo Groups and similar. Normally your emails will carry adverts.
