We should provide new locale *on demand only*.
It is quite good that all the locales are always available. That way
translators don't need to ask for them.
What would be even better, is for us to have cross-platform language
packs, that way there would be significantly less space and bandwidth
requirements. Unfortunately I don't know where to start with the
project, as I don't know enough about the current translation system
or ooo project.
