I don't know in your place, but over here there are schools running Tiger on second generation iMacs (the first ones with Firewire). And I do not see a shift in redistributing wealth to education and welfare happening in the current powerbalance in the EU. So this type of organisation will use these machines until they fade away. Uni: the same applies because of the above. I tend to disagree: what about the Jobs statement about a iPhone/iPod-touch SDK in februari with Apple approved apps? As far as I know, these are Tiger/Leopard OS machines running on a ARM processor. So building universal would help immensely to get OpenOffice running on iPhone.
