I forgot the second part. In the system start-up items have a quickie 
shell or perl script that looks at the system clock and if it is in 
between the allowable times call 'shutdown now' so that she cannot 
restart the machine. While this can be a pain if he needs to use the 
machine, this could be timed-out password over-ridden via a 'open 
terminal' call and get input.
