Not nonsense.
If they have bypassed the blanket, then your lack of being able to
monitor the situation keeps you from knowing that they have, as they
can simply add the admin's user name to the script of denied users.
But more to what you are looking for, how about setting the person up
as a limited access account (no or restricted admin privileges -- needs
OS-X 10.3) and setting the auto shutdown and start-up to be the times
needed? They cannot change the system preferences to go back to late
night sessions.
