if you have a firewall, check the log.  in net barrier at least it will
show you the ports.  if necessary you could get on it yourself to narrow
down the ports.  alternately, you could let your 16 year old use it as a
learning situation, i.e. learning to be responsible about how late he
stays up when he has to get up the next day, you just have to wake him
up and remind him a few times.  or if that won't work just block the
ports, everyone does things differently with kids/young adults, but i do
think it's good to give 16 year olds a chance to mess up and face the
consequences so they learn, YMMV.  you can also remove the instant
messenger part, at least in netscape if that's involved, i never got
into chat so i couldn't say for sure, but it should stop the msim, even
in exploiter you may be able to disable it, if you have to do it in the
preferences then change them and lock the preferences file and possibly
make it invisible with file buddy, that would at least slow him down. 
you should also be able to block the specific ip numbers involved
assuming you don't go there for anything else.
