I've been tracking this one down. I seems to only be a problem if the OS you are trying to connect to can't to MacIP (AppleTalk over and IP Network). It would make sense, since OSX doesn't support AppleTalk, but can do AT over TCP/IP. Because OS 9 has this support, OSX to OS9 connections work okay (not great though). This was a problem I encountered w/ System 7 and PC-Mac LAN 7.2 on an old Dell.
