The DVDs you buy are not the same as the ones they use to professionally make 
DVDs and the cost of pressing needs to be included.

one small point: bulk production of DVD media is not "burning"; it is far faster per unit than transferring data to a USB drive; no one would buy a complete DVD manufacturing system for producing small quantities when one can contract the work to an outfit that achieves quantities of scale
