That's the last change time on the Portfile, which embeds hashes for the retrieved code, so if the Portfile has not changed, the code it retrieves has not changed.
I ask because right now LaTeX (if I understand correctly, especially luatex) is undergoing rapid development due to the deadline pressure of ADA compliance for colleges and universities where a lot of math/science course materials are produced using LaTeX. I'm trying to keep up with those developments and the current versions are failing with several of the recommended commands.
The best way to address build failures is to open a ticket on the MacPorts Trac system or (if you know how to fix the problem) a pull request on their Github repository.
