If you need an uptodate TeX live (because it’s not just a dependency or infrastructure, but you actually use it), better install TeX live (MacTeX) directly from tug.org

It's a pretty involved process to upgrade all the pieces of the texlive
ecosystem and test them, so I usually only do this each year when a new

I ask because right now LaTeX (if I understand correctly, especially luatex) is 
undergoing rapid development due to the deadline pressure of ADA compliance for 
colleges and universities where a lot of math/science course materials are 
produced using LaTeX.  I'm trying to keep up with those developments and the 
current versions are failing with several of the recommended commands.
