The least expensive options are probably the Orbit Braille Reader from Orbit
Research, and the BrailleMe (noted earlier in this discussion).

They both use very new technologies unlike the piezoelectric mechanism that
most braille displays have relied upon for decades.

I don't know how well supported the above-mentioned products are by current
versions of VoiceOver.

Both are 20-cell displays, if I recall correctly.

More expensive, but still on the "cheap" end of the scale, are the Seika
braille displays. I haven't used one and I don't know whether they're still
available. I can't comment on quality.
