The reason is actually quite simple. Mainstream users hate having their machines making noise.
We've had this problem in Linux systems forever. There's been strong pushback to remove any beep from the boot process, and to remove the very standard beep on backspace when at the beginning of the line in a tty. I think it's hard for us to appreciate how such seemingly small things could matter so much, but I promise they've been consistently and vehemently denounced for years. I think our best argument is that some kind of sonic indicator needs to be a configurable option by way of accessibility accomodation. It doesn't need to be the default setting. It just needs to be available to be enabled by the user who requires that kind of support. That's a resonable accomodation, imo, and what we should be explicitly requesting. I think it important to be this precise. Just saying "put the boot chime back" isn't going anywhere.
