I doubt it was simple as Apple last year made it impossible to use a
terminal command to restore the chime. Yes "put it back" seems not to
work since the chime has now been out of service for two years.

Without boot chime you're left guessing when to hold down the Option
key, and for how long. I hate guessing on things like that. It's not
very efficient.
Such a basic thing to create such a large nuisance to this userbase.
