I have tested reading this message on both my Mac and my PC using Outlook (latest Microsoft365), as well as my iPhone, with no issues reading the message. I am writing this reply using Outlook on my PC. My Outlook is set to compose in HTML, using Arial 12 pt. font. My Outlook is set to read both HTML and Plain Text messages, using Arial 12 pt. font.
I'd like to say that the issue has to do with settings on the receiving computer's mail client, but since you say this issue is being experienced by all who receive your messages on Windows, I tend to doubt it is due to a setting on the receiving end, and not the sending end.
