To answer my own question with the assistance of an off list note from Alex Jurgensen I can answer part of my own question. When launching the dictionary, focus is in a tool bar which VO automatically interacts with, hence the first step is to stop that interaction which renders the 22 available voice commands visible.
Would still love to find that time of date script though so as to get an idea about the syntax and methodology. Best regards.
