Actually, Geof, the number of subscribers is a non issue.  I've seen several 
lists with many factors more members handle OT posts much more effectively by 
using the tagging method you mentioned.

You're assuming that people don't know how to use / configure mail rules.

An OT tag makes filtering so much more simple and actually reduces work load 
for the moderators and non interested users at the same time.

What you say goes of course but I'm just pointing out the flaw in your 
argument.  Whether you're right or not we'll follow the requests.
