There's really only one choice here, go with fusion. Parallels is not accessible, for some reason, the developers of parallels chose to use nonstandard controls for everything, which makes it completely inaccessible to voiceover. Why anyone would choose to use nonstandard controls when there are already controls built in to the operating system makes no sense, but that's what they did.
