Oh my gall! Talk about a newby mistake. Here I thought I was being so clever by setting up an Apple script to open iTunes.

Wow, let's hope, by me opening up iTunes the traditional way, this won't happen to me again. I can go in and remove that apple script, right?

Right, the command to creat  a new library, or choose an existing one,
is holding down the option key while opening iTunes.
More than likely, when you are doing option-I, it is recognizing the
option being held when the program opens.

In my experience  using enter to open iTunes will stop this.
When you use VO space,sometimes the option key can be held down to long,
which is the key  you hold while opening iTunes to choose or create a
library.
