Hi May, Command-Option-L to bring up the Safari downloads window only works if you do not have your toolbar hidden. If your toolbar is hidden, then even though VoiceOver says "Show Downloads" when you use this shortcut, nothing is displayed. So you might press Command-Shift-Backslash to toggle your Safari toolbar to be shown before trying that shortcut. Also, you can navigate to a "Show Downloads" button in the toolbar and press it with VO-Space to show your downloads window. I have the vague impression that when I first upgraded to Lion, I may have had to press that button once, to later get my downloads window to show. Again, this only works if your toolbar is not hidden. You can press Command-Option-F to navigate to the Google Search field, then VO-Right arrow to the "Show Downloads" button, and press it with VO-Space.
