Thanks for reporting it Brian. As I mentioned earlier, if both the Help Viewer and VO Keyboard Practice say that it is to go the way you expect, then it certainly is a bug. Reporting it is the best way to address it. Simply creating a new key combination yourself doesn't help the new users. It needs to work properly.
